1. What are the requirements to be a candidate for election?

Candidates must be registered to vote, must have been full-time residents of the Borough for at least one year prior to qualifying, and must not hold any other elective office.

1. Who Can Apply?

Single parents, two parent families, foster parents, and guardians of dependent children under age 13.

Families in which parents are working (including self-employment), attending approved training/educational courses, or seeking work may apply. If a two parent family, both parents must be engaged in eligible activities at the same time.

Families of low to moderate income. The amount of the family contribution is determined using family size and gross monthly income.

Election Information

1. Who may vote in this election?

Registered voters of the Kodiak Island Borough, 18 years of age or older.

2. How old must I be to register to vote?

You may register to vote anytime within 90 days immediately preceding your 18th birthday.

3. Where can I register to vote?

You may register to vote at any borough or city clerk's office or by downloading the registration form from the state election website and mailing it or hand delivering it to any voter registrar.

4. Do I have to register for each election?

No. If you are registered to vote in state elections, you are also registered to vote in local elections. Your registration remains active as long as you remain a resident of Alaska in good standing. You must however, re-register if you change your residence to another jurisdiction.

5. When are elections?

Te Kodiak Island Borough and the City of Kodiak hold their elections annually on the first Tuesday in October. State primary elections are held even numbered years on the fourth Tuesday in August. State general elections are held even numbered years on Tuesday after the first Monday in November.

6. Where do I vote?

If you do not know which precinct you are registered to vote in, please contact the Borough Clerk's Office at (907)486-9310.

7. Where is my polling place?

If you know which precinct you are registered to vote in, but do not know the polling location for your precinct, call the Borough Clerk's Office at (907)486-9310.

8. When do the polls open?

The polling locations are open from 7 a.m. to 8 p.m.

9. What happens if I am in line to vote when the polls close at 8 p.m.?

You will be allowed to vote if you are in line when the polls close.

10. What will happen on Election Day if I am not registered to vote in the correct precinct?

You will be required to vote a questioned ballot. Procedures for voting a questioned ballot will be provided at the polling location on Election Day, or you may contact the Borough Clerk's Office for more details.

11. I am disabled and/or cannot get to the polls. How do I get an absentee ballot?

You may vote an absentee by-mail ballot by filling out an Absentee By-Mail Ballot Request Form and submitting it to the Borough Clerk's Office prior to seven days before the election. The request form and instructions for voting can be found on our website. Please mail or fax this to the Borough Clerk's Office. You may apply for a special needs ballot by designating a personal representative to retrieve all ballot instructions and voting materials from an election official. Please call the Borough Clerk's Office for further information regarding special needs and absentee voting processes.

12. What happens if I make a mistake while marking my ballot?

If you make a mistake on your ballot, fold and return the ballot to the election official in charge. The spoiled ballot will be destroyed and a new ballot will be issued to you.

All water and sewer utilities are provided through the City of Kodiak. Please contact their Finance Department at 486-8650.

4. Are there rooms that I can rent for an uncoming meeting/event?

Yes there are. We have rooms available to rent at the Borough owned, Kodiak Fisheries Research Center. Faciltiy Use Information

5. Who should I contact with questions about problems with my water/sewer service?

Please contact the City of Kodiak Public Works department at 486-8060 regarding any water or sewer issues.

6. Who do I contact regarding garbage service?

Finance Department

1. Do you take credit or debit card payments?

No, credit cards payments have been discontinued as part of the 2012 Budget. payment form

2. When is my property tax payment due?

Property taxes are billed on July 1st. If you pay half of the amount, it is due by August 15th, then the second half is due by November 15th; otherwise the full amount is due by October 15th.

3. What happens if I do not pay my taxes on time?

Once the tax due date has passed, a 10% penalty on the outstanding tax amount is charged to the account; additionally, interest of 1% is charged on the first of each month.

4. Can penalties and interest charges be waived due to special circumstances?

There is no provision in the Borough code to allow the additional fees to be removed from your account.

5. How often do I receive a tax bill?

Tax bills are sent out annually on July 1st.

6. What if I don't receive my tax bill?

It is the property owner's responsibility to provide the Borough with a current and correct mailing address. No taxes or penalties will be excused due to a property owner not receiving a bill.

7. Who can access my property tax information?

Any one can access real property records as they are public information per Alaska Statute, AS 904, section 40.25.110. Details of personal property and other Borough taxes such as Severance and Transient Accommodation taxes are confidential and cannot be accessed by the public.

2. How can I become a volunteer firefighter?

Volunteers must be 16 years of age or older. For those under the age of 18, you may volunteer with parent/guardian approval. Training is provided for those who wish to volunteer with no previous firefighting experience. Please feel free to sumbit a completed application to the Bayside Fire Station for review. 3. How often should I change the batteries in my smoke detectors?

You should replace the batteries in your smoke detectors twice a year? A good way to remember is to do this when you change your clocks for daylight savings time.

4. Where are the fire stations located in Kodiak?

Within the Kodiak Island Borough there are two fire stations, Bayside Fire Station is located at 4606 E. Rezanof Drive and Womens Bay Fire Department located at 538 Sargent Creek Road. The City of Kodiak Fire Department is located at 219 Lower Mill Bay Road.
